Circular economy in practice at the refurbishment of the Tenant Management Office
Posted 09 March 2026
As the final meanwhile project on the Carpenters Estate, the Tenant Management Office (TMO) is being refurbished to transform it into a more usable space.
Populo is overseeing the project, with Sullivan Brothers undertaking the conversion work following award-winning practice Jan Kattein Architects' plans for the site. From an under-used 1960s building the building, including the car park and garages, will be transformed sustainably, using 60% repurposed material in an example of circular economy in practice.
This will create a new hub for the estate, with a new community centre, cafe, office and maker spaces designed to kickstart small and new businesses, and we're aiming to complete the works by the start of 2027.
Supporting the circular economy
In order to meet our ambition to build more sustainably, we need the help of the wider community and industry to support the delivery of the TMO meanwhile project.
Sustainability and social value are at the core of this project which retains 75% of the existing buildings and targets 60% reclaimed or surplus materials. To support this, Populo have set up a circular economy hub near the site to catalogue and store materials during the build. Every material donated so far has come from people in the construction industry who are invested in social value and environmental impact, which we thank them for.
But we need far more materials to meet our ambitious target, and help deliver the various phases of the project.
If you have access to surplus materials please get in touch, especially if you have:
• Reclaimed steel profiles
• Crushed aggregate
• Timber decking (anti-slip)
• Timber Larch Cladding / PAR Timbers

Populo's approach to the circular economy is an attempt to build better, using unwanted materials and repurposing them for good. If you've can help with materials get in touch, and if you're unsure whether something is suitable, just drop us a line with a photo and we'll get back to you.
